The orderly and peaceful transfer of governmental authority in the executive branch is one of the hallmarks of our democracy. In order to provide the State of Florida with the benefit of the input of its citizens in the formation of the new executive government it is important that we encourage the participation of qualified individuals from the private sector during the transition. The presence of private sector citizens during the transition process, however, may create potentials for abuse and conflicts of interests. Therefore, to assure that the transition is guided solely by the best interest of the public, as a condition of service as a member of the transition I will require that those individuals holding a formal position in the transition organization agree to abide by and sign the Transition Code of Ethical Conduct .
